Gypsies or Travellers are thought to have pitched up in large numbers on a plot of land in Welwyn Garden City.
Caravans began arriving at a patch of land next to Welwyn Garden City Rail Station on Friday night, with more turning up over the weekend.
One onlooker said there were seventeen mobile homes currently on the site.
A spokesman for Welwyn Hatfield Council told the Welwyn Hatfield Times: “We are aware of the arrival of a number of caravans and other vehicles over the weekend on land adjacent to Welwyn Garden City train station.
“We have visited the site this morning (Monday) and confirmed that the land is not owned by the council.
“We are currently establishing who the landowner is and we will contact them as soon as possible so that they are aware of the situation.
“Meanwhile, we will continue to liaise with the police regarding any further support that we can offer.”
A spokeswoman for Hertfordshire Constabulary said: “Initial reports came to us on Saturday.
“As this is privately-owned land it is a matter for the landowner.”
