In Depth: the eight new potential Gypsy and Traveller sites under consideration in Dorset
From the Dorset Echo
Dorset County Council has added eight sites to those being considered as potential Gyspy and Traveller sites.
Why are these sites being added to those under consideration?
In a report in September, the council's consultants said there were 150 new pitches needed between now and 2028.
There are 29 households already on the waiting list for a space on a public pitch, with another 59 households either homeless (usually in council housing) living in another household (caravan) or in an authorised encampment. The consultants estimate by 2028 another 63 households will need a pitch, along with the seven living on sites with temporary planning permission.

How does Lincolnshire County Council deal with Travellers?
From the Lincolnshire Echo
How many days are Travellers given, before action is taken against them, if they pitch up on a site that is council land?
There is no set number of days given to Gypsies /Travellers before action is taken. The site is visited by the Gypsy and Traveller liaison officer and assessed based on a number of factors, including the location of the encampment, numbers of caravans and vehicles, whether there are any health and safety issues, environmental matters, welfare needs, current usage of the land, behaviour etc. Based on the information obtained, a site may be tolerated and monitored for a short period of time or formal proceedings may be taken immediately. Each encampment is dealt with on an individual basis.
How much does the council spend on removing them?

Proposals for new Traveller sites in Corfe Mullen and at Horton - Dorset
From the Blackmore Vale Magazine
An eight week consultation is planned in the summer into proposals for further Gypsy and Traveller sites in the county, including two in East Dorset, both in the Green Belt.
One is for a single residential pitch off Crumpets Drive, Sturminster Marshall, near the boundary with Corfe Mullen, a privately owned strip of land contained within a cluster of various properties and a number of mature trees which will need to be retained. The access with the A350 is described as sub-standard due to very poor visibility in both directions, but manageable if visibility improvements are provided onto the main road. The assessment reported to East Dorset District Council's community committee on Tuesday says investigation will be needed of feasibility due to hedges, trees and third party land ownership.

NATIONAL GYPSY, ROMA & TRAVELLER SYMPOSIUM - Cardiff
From the Romani Cultural and Arts Company
Monday 20th October 2014, Pierhead, Cardiff Bay
10.30am – 4.00pm
NATIONAL GYPSY, ROMA & TRAVELLER SYMPOSIUM
The Romani Cultural Arts Company is the leading Romani and Traveller community organisation in Wales, using the arts and culture as a vehicle for advocacy and empowerment amongst the Gypsy, Roma and Traveller communities. The RCAC seeks to build understanding and community cohesion between Gypsies and others, supporting individuals as “community champions” to become actors and agents of change, encouraging them to become active in making a difference for themselves.
The October 2014 “Great Gypsy, Roma, Traveller Debate” will bring together members of the Gypsy, Roma andTraveller community with politicians, policy makers and public servants to address the issues that have become so prevalent in the past few years. Why are Roma from Eastern Europe coming to the UK? Who are they and how are they related to Gypsies and Travellers? How can our schools, hospitals and housing services work with these communities? The invited panel of experts will address these questions and others, in an “any questions” panel and discussion with the audience.
RCAC is hosting this event to provide an opportunity for Gypsies, Roma and Travellers to express their views, in their own words while responding to the questions and concerns raised by service providers, local authority managers, teachers, health professionals and police officers. RCAC intends this debate to be the basis for a report to government that will better inform the EU National Roma Integration Strategy for Wales, to provide a better understanding between all communities and improve the dialogue between those that have a responsibility to deliver services and provision.
Roxanne Nazir said “The Open Society Initiative for Europe of the Open Society Foundations is very pleased to be supporting the 2014 Symposium. The Romani Cultural and Arts Company has a great reputation for its knowledge of the communities and for bringing these communities and stakeholders together. This event will provide the Gypsy, Roma and Traveller community with the space to express their concerns, change perceptions of the GRT communities and influence strategies going forwards. We very much look forward to the event.”
Dr. Ethel Brooks – 2011-2012 Fulbright Distinguished Chair, University of the Arts London said “The Romani Cultural and Arts Company has an outstanding record in artistic practice and community engagement, exemplified by its work with Gypsy, Roma and Traveller Communities across Wales through arts and culture practice and education. The Symposium will provide a unique space for Gypsy, Roma and Traveller community members to engage with politicians, academics, community advocates and policy makers to address the European Roma Integration Strategy and the work of the Welsh government in its implementation, along with other urgent questions facing our communities”.
Julie Morgan Assembly Member for Cardiff North said “I am delighted to speak at and support this years symposium. It is a wonderful opportunity for the different communities to come together to share experiences and give views to influence policy in this very important area”.

Calls for Barry Smith murder to be recognised as race hate crime
From the Travellers' Times
ON June 15 three people, two men and one woman were found guilty of the murder of an English Gypsy, Barry Smith, in Kilburn, near Derby, in October last year. Vincent Aitken, 44, must serve a minimum of 22 years and 118 days; Nathan Doherty was sentenced to a minimum of 18 years 118 days and Emma Aitken, 19, will serve a minimum of 12 years. The body of 48-year-old Mr Smith was discovered outside Kilburn Welfare Social Club, Chapel Street, on the morning of October 6, last year by local dog walkers. He had been beaten to death using pool cues and a fence post and his body had been set alight. Police investigating the crime described it as a particularly horrific crime scene.
The sentences were not enhanced for race hate as the judge, Justice Charles Haddon-Cave QC decided that the crime was not racially motivated. Haddon-Cave is well known as an aviation, marine and travel law expert, but has no background in hate crime. The family believe that there was a race hate element that was not recognised by the trial judge and are devastated by the light sentences – which they point out would have been far higher if the race hate element had been recognised.
