Consultation will start this month on another expansion for a Travellers' site near Cottingham.
The Eppleworth Road site already houses 20 pitches. The plan is to add another 13.
East Riding Council says it is only a proposal at this stage. It is pledging to consult with parish and town councils and stage a series of public events.
The authority is required by the Government to provide sufficient traveller accommodation.
In 2011, permission was granted for a £1.2m facelift at the Eppleworth Road site. It doubled in size to 20 homes and vastly improved living conditions.
Cottingham Parish Councillors said at their last meeting they had concerns about the plans.
Councillor Geraldine Mathieson, who represents Cottingham North ward, said: "I'm fairly sure the people of Cottingham are not going to be happy. To add more caravans doesn't leave room for expansion for the existing community longer-term."
The consultation on East Riding Council's plans will start on Monday, January 28.
