A Traveller site which appeared over the Easter bank holiday has continued to expand as council bosses ponder potential legal action.
About 12 caravans have been parked on green belt land near Willow Cottage, in Southend Road, off the Five Bells Roundabout, near Vange, since early April.
After wrangles over which authority would deal with the problem, the site has doubled in size and a planning application has now been submitted.
An Echo investigation found the land next to the cottages was split into four plots in October last year. Two of the plots remain unregistered with the Land Registry.
The other two, both sold for £10,000, are registered in the name of a Rochford woman and a man formerly from Leigh, who now lives in Alicante, Spain.
A council spokesman said it could now take “some time” to deal with the situation.
He said: “A planning application has been submitted, but is not sufficient in detail to be considered valid.
“A report is being prepared with a view to serving an enforcement notice.”
The Travellers’ planning agent, Third Dimension, was unavailable for comment.
