The Scottish Housing Regulator (SHR) today published the findings of a study examining the experiences and priorities of Gypsies/Travellers and factored owners who receive services from social landlords.
The study involved a series of direct interviews with Gypsies/Travellers and factored owners across Scotland.
For Gypsies/Travellers, having a say on decisions, being treated with respect, value for money and prompt service delivery are particularly important. These priorities also featured strongly for factored owners, alongside an effective repairs service.
Michael Cameron, SHR Chief Executive, said: “This important study highlights issues that landlords need to consider when providing services to Gypsies/Travellers and factored owners.
We were keen to hear directly from people who receive services from social landlords. The findings will inform our assessment of how well landlords achieve the outcomes in the Scottish Government’s Social Housing Charter. We will use the feedback when talking to social landlords about how they deliver services to these groups.”
Craigforth Consultancy undertook the study on SHR’s behalf.

1. The Scottish Housing Regulator was established on 1 April 2011 under the Housing (Scotland) Act 2010. Its objective is to safeguard and promote the interests of tenants and others who use local authority and RSL housing services. The Regulator operates independently of Scottish Ministers and is accountable directly to the Scottish Parliament. It assumed its full regulatory responsibilities on 1 April 2012. SHR regulates around 180 Registered Social Landlords and the housing activities of 32 local authorities.
