Travellers evicted from Dale Farm in Essex 18 months ago believe they have a good chance of building legal homes on a site nearby.
The Government's given the the go ahead for a second inquiry into the new site in Laindon.
The Travellers claim Basildon Council, who evicted them, caused health problems by exposing asbestos when they dug up the Dale Farm site.
Candy Sheridan from the Gypsy Council said the public health for Travellers is "worse than the third world".
