Residents living near one of the sites, which is a playing field used by children's football teams, have complained about littering.
They also say they are now scared to walk around the site, off Meadow Avenue in West Bromwich after around 12 caravans moved in on Tuesday night.
At the second site, also on playing fields off nearby Newton Road near the All Saints Church, around 20 caravans have moved on to the field.
