A PUBLIC meeting has been organised by Sully Residents Association to discuss the plans to make the unauthorised Traveller site on the former council tip at Hayes Road legal and permanent.
Residents and councillors hit out furiously earlier this week when the Vale of Glamorgan Council’s new draft Local Development Plan outlined proposals for 18 official caravan pitches on the paddock behind the former recycling site, which Travellers moved into at the start of 2012.
Sully Community Council called it an act of “planning vandalism” intended to destroy the village.
The public meeting will be held at the Jubilee Hall, Sully, on Tuesday (October 8) from 7.30pm.
In a statement Sully Community Council, whose chair, Lino Scaglioni, is also the chair of the residents association, said: “The land earmarked in the draft LDP for the permanent gypsy and Travellers site was promised to the Sully and Lavernock Community Council for allotments for the villagers.
“At the local authorities request a considerable amount of work has been undertaken over the last 12 months to satisfy their requirements specifically with regard to the preparation of a business plan.
“The community have been misled for several months into thinking that their proposal for the site would be turned into a reality.
“The community council will fight this proposal vigorously.”
The former civic amenity site where the Travellers are currently living will be vacated but retained for future use, the LDP said.
The LDP has sparked outrage among residents, who fear the effect on tourism and house prices if the official Traveller site – which would be located near the local Ty Hafan hospice, next to a college for autistic youngsters, and opposite a chemical plant – is approved.
There are also plans for a 500 home ‘reserve’ site in Sully, and 235 dwellings at upper Cosmeston Farm, Lavernock – including land for a new school.
Julian Wynn of the Saving Sully action group, who are opposed to the controversial Cog Road housing proposal from Taylor Wimpey, said Sully was “under siege”.
“Sully has become a politically convenient dumping ground for unpopular planning decisions.
The people of Sully feel they are the victims of an undemocratic process. The Saving Sully action group maintain it is inappropriate for the Land West of Swanbridge Road to be included in the LDP as a site of any sort.
“We also support the Sully and Lavernock Community Council and Sully Travellers Action group in their campaign for the Vale to find more suitable accommodation for the Travellers.”
The new LDP is a replacement document, produced following concerns over the plan put forward by the previous administration.
Once adopted it will guide how land within the Vale is used until 2026.
The fresh LDP sticks to the original plan’s 10,000 new homes target, but says these will be spread out more across the Vale.
A statutory consultation will be held over the plan during November and December.
An informal drop-in sessions will be held between 5.30pm and 8.30pm at the Paget Rooms in Penarth, on Monday October 7, for the public to raise concerns and ask questions.
The plan will be considered by the council’s cabinet next week.
